On September 12th, 2017, China's first commercial exclusive quantum communication network—exclusive communication network for Jinan municipal government agencies and Communist Party offices, passed expert review and the whole-network check and acceptance, which proved China's leading position in this field as it had once again gained a head start in the application and industrialization of quantum technology. The network obtains overall technology and product support from Shandong Institute of Quantum Science and Technology Co., Ltd., a subsidiary of QuantumCTek.

Built based on decoy-state quantum key distribution and trusted relay network, the exclusive network provides high-quality quantum security phone call and other services such as e-business and other data communication business services, for government agencies and Communist Party offices in Jinan's seven districts, three counties and the five areas under the High-tech Zone. In the future, the network can be connected to the national quantum secure communication backbone—Beijing-Shanghai Backbone, and thus linked to metro area quantum secure communication networks in Beijing, Shanghai, Hefei and other cities, serving as an example for its promotion in national defense, finance and electric power, etc.
